- Comprehensive advice on the obtaining, renewal, and management of concessions, authorizations, and registrations before the Ministry of Transport and Communications (MTC) and other public sector authorities.
- Design and implementation of legal defense strategies in administrative sanctioning proceedings, and judicial actions arising from sector‑specific infringements, inspections, and other acts of public authorities.
- Advice on the legal structuring and execution of investment projects promoted by ProInversión, the MTC and other State entities, including projects aimed at closing infrastructure gaps.
- Advice on the legal and contractual structuring of financing transactions, M&A transactions, and the establishment of security interests over critical assets in regulated sectors.

- Definition of strategies for spectrum management, coverage plans, allocation of numbering resources, and amendments to the technical characteristics of public service concessions.
- Advice on the deployment and operation of telecommunications infrastructure, as well as the negotiation and structuring of active and passive infrastructure sharing agreements.
- Representation and advice in regulatory proceedings related to tariff setting, interconnection charges, and access conditions before OSIPTEL. Legal feasibility analysis for the implementation of emerging technologies, including equipment homologation and compliance with regulatory obligations for satellite operations before the MTC and the Andean Community (CAN).

Fabiana Vittoria is a Senior Associate in the Public Law and Telecommunications, Media & Technology practices. She received her law degree from the University of Piura and holds an MBA from EAE Business School in Barcelona.

Fabiana has significant experience advising leading companies in the telecommunications, technology, healthcare, and regulated industries sectors. Her work focuses on strategic regulatory advisory, legal compliance and representation in administrative and judicial proceedings. In the telecommunications and technology sectors, she is particularly experienced in advising on critical infrastructure deployment matters and compliance with operational conditions under regulatory supervision, leading technical and legal engagement with authorities such as the Ministry of Transport and Communications (MTC) and OSIPTEL.
Her experience also includes advising on the legal structuring of complex commercial transactions and M&A deals, applying an administrative and sector‑focused approach to the prevention of regulatory contingencies. She has extensive experience representing clients in defense against supervisory and sanctioning actions brought by public authorities.
Prior to joining the firm, Fabiana was an associate at Miranda & Amado (2013-2025), where she focused on TMT, Public and Administrative Law, Personal Data Protection, and Compliance.
