Experience
- Advice to private companies across a wide range of industries—including ports, energy, education, healthcare, fisheries, manufacturing, banking, commerce and retail, as well as urban development and real estate—and concessionaires (including railways, telecommunications, and airports) in their interactions with public sector authorities at the national, regional, and local levels. This includes strategic planning, regulatory compliance, and the management of contractual and regulatory risks. Advice to clients in all types of administrative proceedings, from initial stages through to final resolution, including the preparation, filing, and handling of administrative appeals against acts and decisions issued by public authorities.
- Advice to companies in inspection, supervision, and enforcement proceedings conducted by public authorities, including local governments and the Environmental Evaluation and Enforcement Agency (OEFA).
- Advice to and representation of clients in administrative sanctioning proceedings initiated by various authorities, including the development and implementation of effective defense strategies.
- Advice to clients on the obtaining of permits, licenses, authorizations and administrative certifications, including the preparation of the required technical and legal documentation and ongoing engagement with the relevant authorities.
- Advice to clients in the preparation of legal reports and expert opinions in Administrative and Urban Planning Law.
- Advice to companies on the design and implementation of internal regulatory compliance policies and administrative best practices, adopting a preventive and strategic approach.
- Advice to and representation of private companies in proceedings for the elimination of illegal and/or unreasonable bureaucratic barriers and the securing of interim relief, including matters involving local governments, the Ministry of Labor and Employment Promotion, the Ministry of Production, the National Water Authority, the Ministry of the Environment, the Ministry of Economy and Finance, the Directorate General of Captaincies and Coast Guard, the Social Health Insurance Authority (ESSALUD), and regulatory agencies.
- Advice to private companies and consortia throught private investment promotion processes—from initial structuring through bid submission— including Public-Private Partnerships (PPPs), Asset Projects, and private initiatives.
- Advice to infrastructure and public services concessionaires on contract performance, claims management, administrative disputes, regulatory compliance, and risk mitigation throughout the project life cycle.
- Advice to clients on Works for Taxes (OxI) projects, including legal structuring, support across all project phases, and engagement with public authorities to ensure regulatory compliance and effective risk management.
- Advice to companies on sustainability and circular economy matters, with a focus on regulatory compliance and the efficient use of resources.

Laura Francia is a Partner and leads the Public & Administrative Law practice. She advises private companies, investors, and concessionaires across various sectors in their dealings with the Public Administration, providing comprehensive support in complex administrative proceedings, regulatory inspections, and administrative sanctioning procedures, as well as in obtaining permits, licenses, and authorizations. She also specializes in the elimination of illegal or unreasonable bureaucratic barriers, urban planning and environmental regulation, and the design of regulatory compliance strategies, and contractual risk management frameworks.
She is also actively involved in the structuring and unlocking of investment projects at all stages, including Public-Private Partnerships (PPPs), private initiatives, and Public Works for Taxes (OxI), with a strategic approach focused on regulatory risk prevention, efficient public-private management, and enhancing investment competitiveness in key sectors such as infrastructure and real estate development.
She holds a law degree from the Pontifical Catholic University of Peru (PUCP) and earned master’s degrees in government Contracts from The George Washington University and in Project Management from EAE Business School (Spain). Laura has a deep understanding of the functioning of the State, engagement with public entities, and the legal mechanisms required to enable and protect private investments. She has also trained public officials from various government agencies in general administrative law and administrative sanctioning procedures.
She is recognized by leading legal international directories as a Public Law leader including in Chambers & Partners Latin America, Legal 500 Latin America, and Best Lawyers, among others. Laura is currently a Professor of Administrative Law at the Pontificia Universidad Católica del Perú (PUCP), a former member of the civil association THEMIS and the Environmental Law Workshop at the PUCP Faculty of Law, as well as a recipient of the Thomas Buergenthal Program scholarship (The George Washington University), which recognizes students committed to justice and the rule of law.
