José Álvaro Quiroga León is Counsel of our Data Protection practice area.

He is Juris Doctor by Pontificia Universidad Católica del Perú (PUPC). He studied a Master’s Degree in Civil Law at the PUCP; and courses in “Market Legal Institutions” at Universidad Peruana de Ciencias Aplicadas; Public Policy Management at PUCP; “Effectiveness in Public Management” at ESAN University; “Digital Government in the Open Data Era”, FLACSO, AECID; “Certified Expert in Data Protection” by the Institute of Audit & IT Governance.

This multidisciplinary approach has allowed him to perform in high profile scenarios, providing formulas for understanding and resolving highly complex situations.

Along with developing an intense professional and academic career in the field of Procedural and Civil Law, he has added experience in Public Management and the defense of Fundamental Rights, especially in the field of Personal Data Protection.

As the first Director General of the National Data Protection Authority (2011 – 2016), he launched its development, achieving a highly recognized position in the Latin American community for this entity.

 José Álvaro was President to the Commission that prepared the draft of the regulation of the Law on Protection of Personal Data

He is an Expert Consultant for the “International Digital Cooperation – Enhanced Data Protection and Data Flows” Project of the European Union and has been a Consultant for the Panama Judiciary.

José Álvaro has been trained in Data Protection events in Vietnam, the Philippines, Mexico, Uruguay and Colombia, including International Data Protection Conferences and Ibero-American Personal Data Protection Network Meetings, as well as a study visit to the Spanish Data Protection Agency.

He is former professor at PUCP on Civil Law and Civil Procedure; Contract Law, as Chair Assistant; Law of Obligations, as Chair Assistant; Judicial Office and Legal Update, at the Center for Continuous Studies.

He has been a member of the Advisory Committee on Civil Procedural Law of the Lima Bar Association; member of the Lima Bar Association’s Board of Directors, as Director of the Defense Union and Legal Advisor to the Dean of said Association, as well as a member of the Justice Commission, the Electoral Committee and the Board of Directors of the Paleta Fronton National Sports Federation.  

In addition, he has writen several articles and interviews in the local media and legal publications.

Before joining our law firm, Jose Alvaro he belonged to Rebaza & Alcázar, Abogados Financieros; Santistevan de Noriega & Gutiérrez law firm and Benites and Mercado & Ugaz Abogados, as a member or Head of the Litigation Areas.
